The following statutory procedures are required for the NDAs development:

Town Planning Ordinance (TPO)
Two new draft OZPs to facilitate the development of the KTN and FLN NDAs shall be exhibited under Section 5 of the TPO for public inspection. Subsequently, the draft OZPs would be submitted for the approval by the Chief Executive in Council under Section 9 of the TPO. The PlanD carried out the preparation and submission of the draft OZPs of KTN and FLN NDAs to the Town Planning Board for consideration and the draft OZPs were gazetted in December 2013.
